By coincidence I lived on the third floor, and had a patio where I smoked. Nothing so gauche as a fire escape, but outside a third floor living space, nonetheless. I smoked (really quite a lot) out there, and flipped the butts off the patio to land somewhere below. After a few months of this, the Apartment Manager people came to knock on my door with a complaint. It seems that several hundred cigaret butts were piling up in drifts like some kind of insane not-cold snow around the walkways below my patio. They had determined (by observing, I think) that I was the source of said butts, and came to ask me not to throw my smoking waste from my patio. I procured a coffee-can, placed it on my patio, and henceforth used it as a butt receptacle. This eliminated the problem, and everybody was happy.
