I suppose it's possible they have a different definition of one (or more?) of those words, but that's not even the largest discount store on the block!

I just remembered how the city passed a law (10-15 years ago?) making it illegal for stores to put up "Going out of Business Sale" signs if they weren't really going out of business.
About a week after the law went into effect, a store in a touristy part of midtown changed it's name to "Going out of Business Sale" and had a cheap banner for a sign. I think they were there with that sign for about 6 years.
